Finding Troops That Can Tolerate Danger
Interesting. Army draft problems are not for frontline combat positions. The problem is in support troops. The Navy has no such problem. Should we send sailors to serve in support capacities in Iraq? It's not what they signed up to do, but it does handle an immediate problem at lower cost.
